Builder Quote Comparison Checklist

Use this before you appoint a builder. Work through each quote with the same questions, so you are comparing like with like rather than just the bottom line.

Tick each item for every quote. Anything you cannot tick becomes a question for that builder. This checklist is general guidance, not legal or tax advice, and every project is different.

1. Scope alignment

Are all the builders pricing the same job?

  • Each quote refers to the same drawings, revision and specification
  • Every room or area of work appears in every quote
  • Demolition, strip-out, making good and decoration are covered consistently
  • Mechanical, electrical and plumbing work is included to the same extent
  • External works, drainage, skips and site set-up are either included or clearly excluded

2. Exclusions and assumptions

What has each builder left out, or assumed?

  • Listed exclusions have been read and compared side by side
  • Assumptions (for example ground conditions or existing structure) are noted
  • Items you expected but cannot find are written down as questions
  • Fees, surveys, approvals and connections are clear about who pays

3. Provisional sums and allowances

Allowances are placeholders, not fixed prices.

  • Each provisional sum or PC allowance is listed with its value
  • Allowances look realistic for the finishes you actually want
  • The quote says how over- or under-spends on allowances are handled
  • Differences in allowances are adjusted for before comparing totals

4. VAT presentation

Compare totals on the same basis.

  • It is clear whether each price includes or excludes VAT
  • Totals are compared on a like-for-like VAT basis
  • Any VAT assumptions are queried with the builder or your own adviser

5. Programme

When, and how long?

  • Proposed start date and duration are stated
  • Lead times for key items (windows, kitchens, steel) are considered
  • The builder explains what happens if the programme slips

6. Payment terms

How and when you pay matters as much as how much.

  • Deposit amount and what it covers are clear
  • Stage or interim payments are linked to progress, not just dates
  • Retention or a final payment after snagging is discussed
  • How the final account is agreed is understood

7. Warranties and insurance information

Ask for the information — then check it.

  • The builder confirms the insurance they hold and provides evidence on request
  • Any warranties or guarantees offered are described in writing
  • Certificates you should receive at completion are identified

8. Changes and variations

Most budgets move because of change.

  • The quote explains how variations are priced and agreed
  • Changes are agreed in writing before the work is done
  • Daywork rates, if any, are stated

9. Questions to resolve before appointment

Write them down and ask every builder the same ones.

  • What exactly is excluded, and what would those items cost?
  • Which allowances are you least confident about?
  • Who will run the job day to day, and how will you report progress?
  • What happens if hidden problems are found once work starts?
  • Will the agreed scope, programme and payment terms be confirmed in writing?
